Lawmakers Host Hearing on Child Care Crisis, Explore Solutions to Expand Access and Support Providers

PERKASIE—Lawmakers from the House Republican Policy Committee convened a public hearing today at Upper Bucks Technical School to examine the challenges facing Pennsylvania’s child care system and to explore innovative policy solutions that aim to strengthen the workforce, modernize outdated regulations, and improve access for working families.
Hosted by Policy Committee Vice Chairwoman Rep. Kristin Marcell (R-Bucks), Rep. Shelby Labs (R-Bucks), and Rep. Joe Hogan (R-Bucks), the hearing titled “Child Care Challenges and Solutions” brought together child care and business leaders for a conversation about how to move the state’s child care system forward.
Testifiers included:
• Aaron Riggleman, manager of government affairs, PA Chamber of Business and Industry.
• Marissa Christie, president and CEO, United Way Bucks.
• Tami Unger, branch director, River Crossing YMCA.
• Bernadette Rodrigo, director, Children’s Village.
• Tiffany Martin, director, Teddy Bear College.
Among the topics discussed were the burdensome and inconsistent regulations that child care providers must navigate, as well as staff eligibility requirements that prevent many qualified individuals — especially young adults — from entering the workforce.
“This hearing gave us a clear look at the gap between well-intended rules and the day-to-day reality for child care providers,” said Marcell. “When working parents cannot find care, they cannot fully participate in the workforce. We need solutions that reflect the real challenges families and providers are facing.”
Testifiers also emphasized the direct impact on Pennsylvania’s economy, noting that child care shortages contribute to workforce shortages and cost the Commonwealth billions of dollars annually in lost productivity.
“Today’s hearing highlighted just how urgently we need to modernize Pennsylvania’s approach to child care,” said Labs. “We heard from providers who are doing everything they can to meet demand, but who face unnecessary regulatory barriers and staffing challenges. If we want families to thrive and our economy to grow, we must make child care more accessible and affordable.”
One of the solutions discussed was the recently introduced legislation by Reps. Labs and Hogan that would create a pilot program to strengthen the pipeline of early childhood educators. The program would enable high school students enrolled in technical education programs to earn the credentials and certifications needed to begin working in child care immediately upon graduation — at no direct cost to the student.
“Today's testimony shows that we need to make it easier for these providers to do what they do best, care for and educate young children. For too long we have allowed a complex and often contradictory set of rules stifle growth and increase the burden on young families. I look forward to continuing the conversation about how to bring real reform to help working families,” said Hogan.
“Through this hearing, the House Republican Policy Committee continues the important task of evaluating Pennsylvania’s complex child care landscape,” said Rep. Kate Klunk (R-York), Republican chair of the House Children and Youth Committee. “This hearing, as well as a previous one on the issue, emphasizes the need to address burdensome, outdated regulations that are hampering our child care providers. These regulations are standing in the way of their success, and passing along unnecessary costs to parents. The testimony we heard today is invaluable. It’s my hope we can continue working toward a consensus on how to better support this key industry; achieve affordability for parents; and create safe, nurturing environments for our children.”
With families and providers in urgent need of relief, the Policy Committee stands ready to act on the ideas and solutions shared today.
